Abstract. This study aims to examine the personnel planning and human resource (HR) recruitment system implemented at SD Tahfidzul Quran (SDTQ) Al-Abidin in 2025. The primary focus of this research is the centralized, needs-based recruitment model initiated by the Al-Abidin Foundation for all educational units under its management. This research employs a descriptive qualitative approach with narrative analysis. Data were collected through in-depth interviews with school principals, observations, and document studies. The findings reveal that HR planning and recruitment at SDTQ Al-Abidin follow the POAC management principles (Planning, Organizing, Actuating, and Controlling). Recruitment is based on the analysis of learning group needs and other specific requirements. The recruitment process is centrally managed by the foundation and involves several stages, including the use of a Learning Management System (LMS), interviews, microteaching, and training. Teacher evaluation is carried out through supervision, Teacher Competency Tests (UKG), and the 3K+1G performance indicators. This article is expected to serve as a reference for HR management practices in the field of education.
