This study aims to examine the role and implementation of school supervisors’ duties in improving educational quality in schools under their supervision. Using a qualitative approach with case study design, this research focuses on a school supervisor responsible for 23 schools ranging from kindergarten to high school level in Humbang Hasundutan district. Data were collected through participative observation, in-depth interviews, document analysis, and focus group discussions involving school principals and teachers. The results show that school supervisors play a critical role in educational development by performing managerial supervision, academic supervision, and evaluation supervision as mandated by Ministerial Regulation No. 12 of 2007 regarding school supervisor standards. The study identifies several challenges in supervisory practices, including the supervisor’s workload managing multiple schools, varying perceptions of supervisory authority based on educational background and work experience, and the complexity of implementing the eight National Education Standards across different school levels. Despite these challenges, effective supervision contributes significantly to improving teaching quality and school management when conducted systematically with appropriate follow-up actions. This research provides insights into strengthening the supervisory system in education to enhance educational quality and achieve national education goals.
