Abstract

Krisis air bersih adalah masalah sosio ekologis yang rumit, yang tidak hanya disebabkan oleh faktor faktor fisik, tetapi juga oleh ketimpangan dalam struktur sosial dan manajemen. Penelitian ini menganalisis isu krisis air bersih beserta dampaknya terhadap aspek sosial, ekonomi, dan kesehatan masyarakat di Kecamatan Tugu, Kabupaten Trenggalek. Dengan menggunakan metode kualitatif deskriptif interpretatif dalam kerangka ekologi politik, studi ini mengeksplorasi pengalaman warga yang terkena dampak, khususnya di Dusun Krajan. Temuan penelitian menunjukkan bahwa masyarakat menghadapi penurunan kualitas air sumur yang parah, serta risiko kekeringan di sumur dangkal yang semakin buruk karena penggunaan air tanah secara berlebihan untuk pertanian selama musim kemarau. Ketimpangan ekonomi memengaruhi kemampuan rumah tangga untuk beradaptasi, di mana warga dengan pendapatan rendah terpaksa mengandalkan metode sederhana untuk menjaga air sumur seperti proses pengendapan, yang tidak menjamin keamanan untuk konsumsi. Di sisi lain, respons pemerintah yang cenderung bersifat tekno birokratis, reaktif, dan berfokus pada solusi jangka pendek misalnya, pengiriman air dan penyediaan penampungan umum musiman dianggap menciptakan ilusi pengelolaan yang menutupi masalah struktural yang mendasar dan memperpanjang kerentanan masyarakat. Oleh karena itu, studi ini menekankan pentingnya perubahan kebijakan menuju pengelolaan air yang adil secara sosial, pemenuhan hak atas air, dan redistribusi beban ekologis yang lebih seimbang di daerah pedesaan.
